easy goahead and double click the layer to make it edit-able or 1)duplicate the background then 2) select layer mask button the square with the circle in it then 3)while on the background copy layer make sure ur on the black color pallet use a soft edge 200 size brush color all the hair should be a transluscent red color color all the hair its ok if you color outside the hair just switch to white color pallet then with a smaller hard edge brush go over where you dont want to change the color 4) then click the layer mask button once again now u should see marching ants around the hair selection 5)then go to the top toolbar hit the select drop menu then click inverse 6)then go to the image drop down menu then adjustments then hue/saturation and mess around with the hues saturation and llightness scroll bars untill u have ur desired color viola blonde hair is now black brown purple green or w/e shade u could possibly want hope this helps

black is a very difficult color without to much saturation so this is the closest i could come hope it works for you
