I have to do a repair for my Year 12 Skills major, showing different skills, but I dont know what steps to take or how to repair this photo

Oh gee, you get to do Photoshop at school? School sounds much better nowadays!

The missing bits will need to be fixed with cloning or healing. The "wobbly" parts (water damage?) could be fixed with dodge and burn, like this: http://www.photoshopessentials.com/photo-editing/dodge-burn/

Fix the colour/tone using a threshold adjustment layer threshold adjustments and a load more

majority of the problems could easily be fixed with the clone stamp tool u could even go further and make it color by using diff layers along with layer masks with the hue /saturation adjustment
