First, let me start off by setting the bar for myself. Check out this guys work:

This is what I am trying to achieve end goals... I love his work, it's completely kittenish! Now, I am still fairly new to photoshop and am looking for some guidance in tuts, or some good pointers. I'd even be looking for a skilled enough tutor that i would pay... I'm very serious and dedicated about getting to that skill level, no matter how long it takes. I will post a before and after photo of my current skill level.
