I didn't spend any real time on this to make it look correct but this should give you the idea.
On a new layer paint the shorts over his legs with grey to match approx. the existing color. Then add a lot of monochromatic noise, then use gaussian blur to duplicate the original.

To get it right you should get an image of boys pants or shorts ind layer that on.
I gave it a shot.
I made a pattern and used the Pattern stamp tool.
Burn tool beween the legs and a little smudge.
