Exactly like that will take some work but maybe this will get you started.
Choose 2 colors, the two little boxed on the bottom of the tool bar.
I used White #ffffff and #eedea4
Filter | Render | Clouds
Then add some motion blur
That's a starting point, I hope it helps

This is some sort of painting done by some artist..
