Does anyone know where i can find a rain overlay to use in photoshop? I have a photo of someone at a waterfall and would like to have it raining and have waterdrops on bottom.

You could try making your own.

Create a new layer and fill with white or black. Filter>Noise>Add Noise>100% (or to suit) and make sure the monochromatic box is checked. Then, Filter>Blur>Motion Blur and set it to a near vertical direction and a blur of your choice depending upon the desired effect. Finally a screen or overlay blend mode. It's a bit quick and dirty but...
