hi, how can i remove the excess tie image below the vest and cover it with the the pant's pattern? there should be no tie displayed below the vest/ pants.

Welcome to the forum.
I would make a selection using the Pen Tool (or any of the selection tools) and then cut and paste the trouser pattern into the selection, you may need to flip half the selection to make it match the pattern. Depending upon how complicated you want to make it for yourself you could utilise the Perspective Tools.
Really though it's a fairly simple selection replace.

I cloned it out, then added the shadows on another layer.
On a separate layer I used the pen tool for the seam, stroked with black and reduced opacity. I used the same technique with one of the grey stripes that didn't match up correctly.
