I have a drawing that I have scanned and started to color in photoshop. I'm almost done but I dont know what to do about the hair. How do I make it shiny/highlighted?

Use white to create the illusion of shine. In this case I used a radial gradient for the circle, which makes it appear as a shiny ball rather than just a circle.

You could use the graphic pen filter to achieve a bit of texture
