Say I want to take a picture of someone and make it look like it's raining down on only him... I know how to achieve a rain like effect but I don't know how to use the effects on only a certain part of an image... I can only add them to the entire thing... Is there some easy way to do this... I'll even take a difficult way if need be... I'd love to know... Thanks...

I would duplicate the picture layer. And then on the top layer select the subject you want to affect. The create a layer mask which will make only the subject visible in the top layer. Then you could apply effects to the top layer/subject all day without affecting the background.
