Is it possible ? Or are there any third party filters.
I really liked the way it was done. Looked good especially at small sizes.

Filter>Halftone
Although you might need to use various layers and masks to get the desired result.

Filter / Pixelate / Color Halftone
All 4 channels need to have the same value. The size of the dots depends on the lightness value and the value for Max. Radius.
