Well heres the picture, i want to change the boys eyes so that they look at the camera rather then down, but there is so little to work with im not sure how to do it. and maybe make the skin tones right

With children this happens quite a bit. My girlfriends son always closes his eyes sometimes. I am not sure how he does this so consistently but 90% of the images I have of him are with his eyes closed when everyone elses is opened, and no I don't count so he has no idea when i am taking the picture. But anyways, this doesn't really help your current situation but I am not in the habit of looking at my display on the back of the camera and making sure, Then if his eyes are not open I take one of him by himself with his eyes open. Then I then use these to copy in paste into the good image. This takes some forethought, but is a good habit to be in if you have this problem with certain people either not looking at the camera or closing their eyes. Alternatively you can put your camera on continuous and your bound to get one shot of the eyes and smiles the way you want, then you can blend those parts of the images that you like between the images into the perfect portrait. The more poeple, the more time consuming, but it can be worth it.

Had a go it's hard to get the colouring right as the boys skin is washed out a higher res pic might help...
