Can't make a new adjustment layer on existing layer!

Whenever I want to create a new adjustment layer on an existing one, it shows up as a layer on its own. Always above the layer I've selected. I just can't figure it out. Help is greatly appreciated.

Adjustment layers are separate layers. Such as a curves adjustment, or levels adjustment, for instance.
If you are trying to add a layer mask to an existing layer, click the layer mask icon, not the adjustment layer icon.
