Weird thing happening with Elliptical tool?

I am using CS4 Now here's the problem I had a picture of some wheels that I wanted to colour so I used the ELLIPTICAL MARQUE TOOL to surround the wheel I then needed to use FREE TRANSFORM on the ELLIPTICAL MARQUE TOOL to get the shape I needed but instead of being able to just adjust the circle it cuts the shape out?

Like this below...

I had CS3 and I know that if I used Ctrl/T it would cut and adjust the image also but going to EDIT/FREE TRANSFORM would allow just the circle to be adjusted but this isn't working in CS4?

Use Select-Transfrom Selection.
