So I was browsing through some photoshop magazines at Barnes & Nobles a few months ago and I saw this very interesting effect; they made clouds and then applied to to the skin of a model, such that the clouds had a 3D wrap effect. For whatever reason I was in a rush and didn't have time to read how to do it nor buy the magazine.

Then on Flickr I stumbled across a similar picture:

Could someone please let me know how to effectively do this? I mean, I guess I could use a brush tool with some opacity and a TON of patience but there must be a better way

It's done using the displace filter under distort. Google for displacement map. Like this:
