I have a photo that I am trying to change the background on. The person in the photo has on a sheer dress and the white background still shows through the dress. I am wanting to change the background to a dark color. How can I show the dark color through the dress without changing the dress?

You can't. You'd have to add some color to the dress as well to make it appear that the dark color is showing through.
