I'm not sure if I know how to explain this properly, but I'll try my best

I have a few Hi-Res pictures that I need to edit to look like they were taken on a lower res camera for an photog class.

I know how to make it grainy and lower the contrast a bit, which helped, but the pictures are still very crisp and clear. I don't want them out of focus, but a little blurry to look as if they were captured on something like a camera phone.

Filter --> Blur? Or best option is to save it closer to something like a web image with like 72DPI. Lowering the resolution.

you could try this as well:

When you go to File>Save As, choose JPEG and click save, a little box should appear with a quality slider at 10 or 12... lower that down to the desired effect.
