Need Screen Help

I've been trying to edit my screen in photoshop lately, but don't really know how to work my way around it.

Here's my problem, whever I load a file, the image I select, gets stuck in the middle, and can't be moved, its literally locked in the center of the screen, when zoomed in, I can move about just okay, but am still locked within the image box, as shown in the link below.

But, in this anime-con I went to, I saw that you can move the image freely, and aren't stuck within the image box, and can be moved away from the center, as shown in the link below.

Can someone help with my problem, and please, if possible, post an image of how to do it, incase I get confused.

Try clicking View-Screen Mode-Standard

I clicked "View" But I don't see a "Screen Mode" option.

Ugh, forget it, its not helping, I apparently done have an option on "Screen Mode" in the "View" bar.

Read the link I sent you, or check your own help files. There is also an icon on the bottom of the tool bar.
