It's very hard to say with complete certainty, but I suspect these shots were taken using a blue gel on the lighting. Then photoshopped to lighten some of the skin areas.

the nearest effect which I could get is something like this
but there is still lack of details in it. and that is what for me divides bad photos from good ones

Looking at the photos you linked to, the highlights are pretty blown out.
Seeing your photo, have you tried painting some blue highlights on a new layer in color mode with a very soft brush and lowering the layer opacity?

first I did as you said and brought roughly colour as I wanted. the effect was still not so "glowy". Then I selected skin with magic wand and copied the layer, brought some lightness and that's the result. it is stil not exactly what I can call a maestry but much closer to the effect which I want to achieve.
