Hi, I'm looking for a technique for creating the "Congress of the United States" type at the top of this document: http://www.ourdocuments.gov/doc_large_image.php?flash=true&doc=28

I'd be really interested if anyone has any thoughts or has seen any fonts or maybe brushes of the curly decoration that I can apply to a font.
