When using hue how do i make it true black or true white.

Or is there another way to do it?

In Hue/Saturation? Use the Lightness slider. You must have a selection only around the parts you want pure white or pure black.

Otherwise, try Image > Adjustments > Threshold.

Another method is to start by desaturating your image, to pop it into the greyscale. Then you can either tweak the image levels, brightness or probably overlay a black paint layer over it.

Playing around for yourself and seeing what you end up with is always the best solution. ;)

while you still have it selected
Adjustments> brightness contrast and then just take the brightness down and the contrast up
