I'm what you might call an uber noob at photoshop.

how do you change the opacity of a shape? also how would I put a border on that shape?

This is speaking from CS3.
Once you have made your selection you will see a button up on your toolbar reading "Refine Edge".
The setting you are looking for is called "Feather"
If you want to put a border around a selection.....
Create a new layer, create your selection on the image layer. You need to have some pixels on this new layer so either copy your selection to a new layer, or fill your new layer in or around your selection. From this point you can add "FX" to that layer. Drop shadow, Inner or Outer Glow and so on.

feather doesnt change the opacity, it only blurs the edge. do you know how i can change the actual shapes opacity?

also it sounds like the second part of your explanation only covers layer effects; but I was wondering if there was a way to actually get a border on the shape. I am talking about vector shapes btw.
