For a school assignment, I need to create something that looks like the attached picture. It looks like a robber who is pulling off their face to reveal a ski mask instead of the other way around. No idea where to start, just looking for some pointers.

To me, this screams native 3-D software. Photoshop was probably used to composite the fake faces with the people, but it seems almost certain that the face/masks themselves were rendered elsewhere.
EDIT: Actually, after thinking about it, there is a way you could do this with a bit of patience. If your photograph of the person includes them pulling off a very general mask, you could composite the face with the mask later. It would take a lot of manual warping on the face to the contours of a mask, but it could be done. Needless to say, this is going to be a challenging, time-consuming task.

Alright, thanks for giving me a general idea of what to attempt. If I ever get anything even remotely similar done, I'll be sure to post it so you can see how it turned out.
