I need to create this:

I don't know what to do. I have Photoshop CS3 Extended on Windows, I start a new file and input 28x28 and then not sure where to go. Thanks. |

using the eliptical marquee tool ... draw a circle that fits inside that 28x28 file.
use the shift key to keep the circle perfect. that should get your circle done.

I don't know what tool that is, also how do you activate anti-aliasing and finally cut it to exactly 14x14? Thank you |

Find the eliptical tool as shown above, then while holding shift, click and drag to make your perfect circle.....
THEN....
Right click the center, then choose fill to color in your circle. Now just resize your image to 14x14....that's it

thanks for backing me up Ducky! My first thought didn't include pictures which was the type of things I asked for when I was new to Photoshop ... ouch! |

Thank you both very much for your great help. The last thing I can't figure out is how to accomplish that quarter crop of the top left corner? I also need the bg to be black, so should I create a layer that's all black and place it below the circle layer? |

Yes....or just start a new document with a black background...click new layer ontop of that to make your circle

here's what I have so far, the last thing is how to crop the exact 14x14 corner I need? I don't need to resize the entire circle, I just need a perfect slice of one corner. Thanks. |

If I understand what you're asking, you need to go to
Image -> Canvas Size
Then input "14 pixels" for the width and height of the image.
Then, use the little selection boxes to pick the corner of the circle you want to be left, and press "OK." It will warn you that part of your image will be cut off, but that's what you want, so press "OK" again. |
