Colors look good on screen. I use an Intel based Mac Duo core OS 10.4.11 and an older iBook with same OS.
Calibrated both using Apple Software result is always the same. The on screen looks is much more lifelike and colorful than the prints. No matter how I tweak the monitor settings the prints come out grayish and dull.
Camera RGB settings, Photoshop RGB settings, Monitor settings, working space RGB---I have been told it must be something with these but ....
It is difficult to analyze an issue such as this without being able to get at the hardware, but I did notice one thing that you left out of your list--your printer itself. For example, my Epson printers provide quite an array of color and quality settings in their setup dialogs. It's possible that you're not using optimal settings for your output.
Also, and this is a stretch because you've probably already checked it, but are all of your inks printing? My six-color Epson photo printer's print quality diminishes if even one of the six cartridges is empty or nozzle-blocked. Run a nozzle check (should be in the printer's Maintenance submenu in setup), and if any are not printing consistently, run a cleaning cycle.
Is this symptom present when printing from all programs, or just PS? Run a few tests from other software and see if the symptom persists. If not, your setup in PS is probably at fault.
I'd be curious to learn what you find out when you manage to resolve this issue.

Sorry, failed to post that I am using Sam's, Walmart, HyVee, Harolds, Walgreens as my printer(s) and there might be small differences in color but all come out blah and dingy.
Am assuming it is something within my setting.

Hmm, yes, that information would have been nice to have. ;-)
Frankly, I don't see how you will be able to troubleshoot this when your workflow basically stops at the monitor. Any number of things could be at issue, but without being able to proof on a local output device you can't observe directly the effect of changes you may make in your setup. Do you have a color printer? You don't have to print at maximum photo quality to observe changes in color output with variations in setup.
