Like in Illustrator, can you create symbols (I think that's what they're called) and instances of those that I can use as layers? I just want a master layer or image where if I change that, all of the instances of the master would also change.

Hello,
In Photoshop, you can convert a layer (or several layers) to smart object and then duplicate it (Layer > Duplicate Layer).
Now if you edit either copy and save it (File > Save), the changes affect the both instances.
