Hello, for some reason even when I have the anti-alias selected when I am using the circle tool it comes out with rough edges. Can someone help me?

What resolution are you working in? 72 dpi will be rough no matter what.
Check to make sure you're not feathering the selection.
If this circle is to be used as a graphic, try the shape tools rather than the selection tools.

Hello, I also wanted to say to that my text is also grainy. Everything in my photoshop seems to be low res right now.

Image>Image Size
The higher the number, the larger the file and the more "steps" are in your circle edge. 300 ppi/dpi is sort of the accepted norm for high res.
