are there any tutorials on making an image like the one below?
I've tried some halftone tutorials but they all still have multiple colors where I just want it to be like a couple of colors.

You could go to Mode>Grayscale.
Then to Mode>Duotone. Pull down on Duotone to Monotone (pick your cream color by clicking on the swatch)
Then Filter>Pixelate>Color Halftone

Sorry. Just re read your post and forgot something.
If you want a couple of colors, change the Monotone to CMYK and correct accordingly.
