Having a hard time with this...

I am trying to place a picture on a biege canvas, round out the edges of the picture and stroke it with a thin green line.

Here is the methodology I used on my old computer. This same version on different pc is acting differently.

* Open new file with defaulted beige background and correct size
* Open desired image and resize image to that of first file.
* drag image onto blank canvas ( first file)
* select rounded rectangel tool
* draw out shape with rr tool
* select path selection tool
* click on rounded rectangle previously drawn on image
* in path toolbar (across the top) click on 'subract from shape area (-)'
* click on 'add layer style' icon
* select stoke and apply as desired

Then I was all done.

If you view the website that I maintain, you will see an example on the front page of one I have done successfully. I can't seem to do it any longer.

Please advise, I am very new at this and am now lost.
