Many of you may be familiar with the rectangular selection tool, MS Paint has it.. its pretty much standard across all graphic editing programs. I'm looking for a tool that allows me to select a rectangular area and then maybe but dragging from one corner of the selected area.. or by some other niche it will let me rotate the selected area by the movement of my mouse. Is there such a tool in photoshop, and if not where can I use a comparable tool in another graphic editing program?
If you want to help me, please tell the name of the tool and where to find it/how to get to it in the program.

Sounds like you're looking for the rectangular marquee tool. I've attached an illustration of where to find it.
