I'm having a problem with tool selection. When I choose a tool, it shows that I've chosen it but all that is showing on the photo is the hand icon Confused

I have both CS3 and Elements and it is doing the same thing on both. Yes I'm a beginner but up until now, I've not had this problem. How do I make the hand icon go away?

Any help would be gratefully appreciated
