Hi sean2a,
Try the following:

- Convert the Background layer to a regular layer (Layer > New > Layer from Background)
- Mask the layer (Layer > Layer Mask > Reveal All)
- Choose a large soft Brush
- Paint with black color to soften the edges

Now you have to export the banner to a web-friendly format (File > Save for Web)

- If you choose PNG-24 format (the same as on the sample page) the image will preserve transparency, edge softness, and full quality, but the file size will be inappropriately large (150-200 Kb is certainly too much for a banner)

- If you export it to GIF you lose some quality and edge softness

So, if your banner is intended for this site only, I'd suggest the following workaround:

- Create behind the "banner" layer a background mimicking target web page bg
- Export to JPEG format
