could anyone tell me how to match the skin color of somthing with mine like pulling somthing off somone else like a tatoo or a scar and making it look like its ment to be there like the same skin color ?

After pasting whatever it is on the other skin as a separate layer, I would create a snapshot, use the paintbrush on 0% hardness and "Color" mode, sample the skin color you want to use as your foreground color and move back to your other photo and brus over the skin. This should look fairly natural. Then you can use the history brush to revert back any colors (like those in a tattoo) you want to preserve. Then just flatten your image.
