Hi there
You can use the outer glow controls inside the layer style dialogue box. This is available inside the layer menu in most versions of photoshop, but not all!

Hey,
If you do not know how to get to the layer styles, there are four different ways.
1. Go to Layer>Layer Style>Outer Glow...
2. Click the layers dropdown menu in the upper right hand side of the layer panel.
3. Double click an empty spot on the actual layer. (this is the fastest for me)
4. Click the Add Layer Style button at the bottom left of the layers panel.
