I did the filter -> brush stroke - ink outline

Play with the stroke intensity and dark and light filters until you get it like you want

Then I grayscaled (I don't think the order matters)

Then I adjusted the brightness / contrast
Image - adjustments - brightness/contrast

I don't remember the numbers I used on the sliders...I just played with it until it was close to what I thought you were looking for. You'll be able to see previews during adjust, and you can always cancel or undo.

Someone else may have an entirely better way of doing this...I'm kinda new too!
