when you open your file is it opening camera raw? or is it photoshop?

You should be able to Save As> and select JPEG from the drop menu.

Thank's but I solve the problem I just realize that in Photoshop you can not save or use different filter on a 18 bits picture and raw file are 18 bits so I just have to change to 8 bits

Thank's again
