Border stuff on CS2

I am currently using CS2 to sample the delights of the photographic montage... everything's going pretty much steady and ship-shape, although i'm starting to become aware just how vast an ocean photoshop really is. So one problem at a time then... Can any of you guys advise me as to how to set up a border which I can use to put over the top of the images? I can't work out a way to make the border I am working with a separate layer so I can make the other layers go beneath it. As it is, the images I am importing cover the border up. If anyone has any suggestions, they would be much appreciated.
