Using Distribute layers

I have been using PS for some time and it has always puzzled me that when I am trying to build a horizontal navigation for a web design and I place several menu items on a horizontal line that I can not get Layer > Distribute to put equal space between each menu item even though some take up more horizontal space than others. Is there anyway to get DISTRIBUTE LAYERS to take in consideration the width of the layer so it places the same amount of space between then?
