Photo Collages Problemo

So here is my problem,
This isn't a collage of mine below but I'm just using it as an example. However I often produce collages like this in CS2 so I am able to print them via Web at a photo lab I go through.

The problem is, is when they are printed the layout is printed real pixely looking and boxy. I am positive it is the way I am going about making the collage that makes the print turn out so horribly. What I'm going to do is tell you step by step what I do when I'm making collages (minus enhancements, adding shapes and opacity etc.) and maybe you can catch a mistake that will help with the collage quality.

Here I go:

1. I open CS2 and open a "New" (so I have a blank white background)
2. When starting a "new" i set it at say 5" height to 10" width(inches), resolution 300.
3. I open say three different photos of choice to that I want in the collage. Of course ppi is to large for the 5x10 layout so I have to size them. So when I resize each photo I go to "Image Size" change the pixel size until I reach the desired size.Probably some where around 250 pixel width.
4. I go to the tool bar and click on the button that has a mouse arrow on it with the plus sign of arrows. (if I remember correctly I think it at the top left hand corner of tools)
5. then I click on the photo and drag it to my blank new background. Same with other two photos.
6. Once I have all three photos on the blank background I save as.

So those were the steps. In short. Despite I'm downsizing the photos the prints still come out pixely and boxy looking.

Did anyone catch anything wrong?
