Does anyone know how to use the "Create a new set" option at the Layers Palette and what is it for?

you mean new layers group?
if so, then its like a folder where you put a group of layers , its useful when you're designing a picture with lots of layers

It makes sense now; if you are creating an image with 30 layers you can organize them neatly. Thanks.

No, no, no, it's not just for grouping layers to get them organized, which is sadly what most people think. Sets allows you to easily duplicate multiple layers, change opacity of multiple layers, add the same mask to multiple layers, hide multiple layers, move multiple layers, use a single blending mode for multiple layers, etc, etc, so they're more powerful than just organizing them neatly the way you call it.
