I could reccomend a long winded process but to be honest it would be far easier to re-create the original.

It's a very small image but...the way I did it:
Make a selection using the circle selection tool.
Once you have the basic circle go to SELECT / TRANSFORM SELECTION,
fine tune the selection circle, by bring in or taking out the sides...then oK.
While you have the corrected selection go to SELECT / FEATHER enter .2 or .3...
Copy the selection to another layer.
You could also use the pentool / quick mask / color range any selection tool would do it...you could even go around it with an eraser.
