i had to reinstall windows today and all my programs including photoshop...
I now cannot "save for web" anymore and I do not understand why  doesn anyone have any suggestion how to fix that?

Is it greyed out..not an option? Is it an option but does nothing when clicked? can you give us a screen shot?
