I am trying to figure out how to change the background color on an image or take the image off of the background yet keep nice clean lines. I want to be able to take this image and put it on a different background. Can anyone help with this. I am adding an image also. maybe someone can help me through this.

Use the wand tool (tools box, 2nd down on the right, or type 'w'). Make a copy of the layer in the 'Layers' tab, on the copy layer, click in the black area of your image with your wand, then hit delete key. Also to see the layer go away turn off the original layer. You may have to <SHIFT>+wand in all the black areas.
There are other good ways to do this. Try Select menu, Color Range too.
To add a new color, make a new layer and use the 'bucket' tool to fill it with a new color. Press 'g' to get to the bucket tool. Put the new color layer underneath your primary subject.

sometimes you get an error saying you cannot delete with the wand tool i sometimes get that, what then?

I the Layers tab, you will see that your layer is locked. Select your locked layer, right-click and "Duplicate it". Then use the duplicated layer.
This is good practice anyway because it keeps your original layer intact should you decide to do something else with it.
