I'm wanting to get truck decals made from vinyl. This image needs to be in vector form for that and I don't know how to get it into vector form. Could someone do that for me or tell me how?

I guess you need it to be in vector form so that it scales well? I'm afraid that you won't be able to make it much larger than its current size without losing some quality.
What you could try doing is scanning a photo of your dog and setting the resoluton stupidly high so that it will print out well.

you can use illustratot to do a trace, then play about with the settings to get what you want. do you want the shape or the full colour picture?
the reason you need it in vector is so the vinyl cutter can follow the path, however depending on what you require, you may just be able to import the pic into illustrator, and draw a line round the edge, giving something for the cutter to follow. Depends on what your printer requires.
