I hope someone can help! I've been looking up basic techniques for photo repair, but unfortunately nothing has worked how I would like.
This photo turned out terrible as it was taken with a crappy cell phone, but I'm wondering if it's possible to totally repair it in Photoshop and if someone can take a stab at it. Thanks in advance for any help! :)

Ok this is simply a terrible picture. i think alot of people think that photoshop is magic haha. for this to be a nice picture it would pretty much have to be repainted in photoshop..but you wont get this picture to look like a nice poloroid. and if someone could do this then it would cost you. please smbody prove me wrong and fix this. but i think this would for sure need to be a paying job.

I didn't expect it to look like a good digital photo, just with a bit more color, etc. I'm okay in photoshop, I just never use it for photo repair so I don't know much aside from changing brightness/contrast, hue/saturation, etc.

sure you can change the conrast. levels saturation etc etc.. but the quality wont change. ill do it for cheap! or maybe sombody else will do it for free let me know

I've resized the image to 320x240 for better result
