Hello, I am fairly new to photoshop. I am trying to add some effects to a photograph of mine like the photo below. Can anybody tell me what tools and options i might use to create a background layer like this one into my own photograph, and maybe how to transform a face in a regular photograph to one like below?

I'm not sure what you are aspiring to here, but this chick looks like my high school calculus teacher. That could be a guy, too.
What you will want to learn is layers and then layer masks. Then check out the blending modes for layers. Then experiment with other stuff, probably drugs, to find the desire to make such 'art'.
Take your time with Photoshop. Grandma's head wasn't pasted on Schwarzeneggar's body overnight, you know. You will pick things up gradually by practice, reading tutorials, and meditation. Then one day, maybe while taking a shower or eating a bagel, you will suddenly realize that you are cool.
