I want to remove the focus of my picture to put it into another picture. Is there a way to do this without cropping around it? (ie: A tool that removes a specific colour/colours?)

When in photoshop, try going to image > adjustments > select colour and tweak the settings to make it so you can select the majority of the obstruction. You may just try extracting the object using the polygon lasso tool or the pen tool.

Select / color range works pretty well.
Click on the color and move the slider until it looks right.
