I have used photoshop for a while now, but am wanting to expand on what I can do. I found this effect on a photograph and was wondering how you would go about doing it.. Is it a brush? a filter? I like the scruffed up look of it and want to use it in photographs. Any help would be greatly appreciated!! thanks so much!!

Looks like an image with ripple or frost effect then they have used a grunge brush to create the aged/worn look _________________ Barry Flammia
