Is this a brush? Because i want to make something with a background like this. Can someone help me out and tell me what the background is and how to do it??

A lot of the shapes are included in the custom shape tools.
The curves you make using the pen tool.
The circle with holes can be made with the circle selection +/-.
The ink/paint splash can be made with the paint brush / smudge / transform tools and/or pen tool.
The wings can be made with the pen tool and/or polygonal tool.
