				I looked into it earlier and couldn't figure a way to do it 'easily' in Photoshop.  However, it's a breeze if you have Illustrator.

				New Layer.
 
 
Make a selection 1 pixel tall and around 12 pixels wide, or just start off with that size canvas. Zoom in and draw with the pencil at 1px leaving an even gap at either end of the canvas for the spaces between the marching ants. 
 
 
If you want a colour in what would be spaces add those now too.
