well im in this tutorial and it says color dodge this layer , i dont know where is the color dodge option so can you help me?

That's an easy onr to help with...
Color dodge refers to a layer blending mode. All you need to do is, with the layer highlighted in the layers palette, click on the dropdown box that says "normal and then select "color dodge"
